Gov. Bill Ritter says that Heidi Van Genderen will develop a Climate Action Plan that includes incentives to push Colorado business and residents to reduce their output of carbon dioxide by 20% in 2020.Van Genderen was a senior associate at the University of Colorado's Wirth Chair in Environmental and Community Development Policy before joining Ritter’s staff last spring.
